Jeffrey Elmore Bio Pic

As the Adult Academic Programming Specialist, in collaboration with the other VALRC Specialists, I work with Regional Program Managers and other leadership staff to identify and implement regional program improvement strategies in accordance with data informed program needs and goals. In this capacity, I work with program leadership using NRS and other program data to identify areas for program performance improvement or instructional professional development.

Another of my roles is as state trainer for the National External Diploma Program. As an NEDP state trainer, I’m involved with training new staff and keeping existing staff current with the demands of the NEDP. For programs wishing to begin participation in the National External Diploma Program, I assist them to take the necessary steps building the foundation of a successful program.

Under the College and Career Readiness Standards initiative, I create and deliver College and Career Readiness Standards aligned professional development for classroom instructors around the content and practices necessary for completing high school equivalency. Within this scope, my primary focus is mathematics instruction.

I began my career in adult education in 1995 when I went to South Korea to teach adult ESL classes. I returned to the U.S. permanently in 2004 to teach GED classes for the Virginia Department of Correctional Education at Fluvanna Correctional Center for Women, and in 2009 I began my position here at the Virginia Adult Learning Resource Center. In 2001 I earned a M.Ed. in adult education from Virginia Commonwealth University, and I am currently an Ed.D. candidate in VCU’s 2022 Educational Leadership cohort.
